Qualifications & Experience Required: A recognized post-graduate degree (Masters') at MQF Level 7, with a minimum of 90 ECTS/ECVET or equivalent or an appropriate, recognized, comparable qualification, plus one (1) year relevant work experience. OR A recognized First degree at MQF Level 6, with a minimum of 180 ECTS/ECVET or an appropriate, recognized, comparable qualification, plus three (3) years relevant work experience Fluent in both Maltese and English, with strong written and verbal communication skills in both languages. A recent clean police conduct issued by the Criminal Records Office or other competent authority not earlier than six (6) months from the closing date of this call for applications. Job Duties 1. Migration Policy Compliance and Due Diligence: o Review and validate employment license applications and processes to ensure o Conduct detailed investigations and ensure that documentation provided by employers is accurate, complete, and compliant with labour market policies. o Evaluate employers' renewal requests to ensure continued migration policy compliance with licensing terms and conditions. 2. Risk Management: o Develop and implement a risk-based approach to assess and categorize employers based on their migration policy compliance historyt industry risk levels, and other relevant factors. o Coordinate with the relevant teams to determine whether additional labour market testing is necessary for specific cases based on risk assessments. 3. Spot Checks and Random Audits: o Plan and execute spot checks and on-site inspections to verify migration policy compliance with the terms of employment licenses. o Conduct random audits of permits and supporting documentation to identify discrepancies or fraudulent practices. 4. Supervisory Duties: o Lead and manage a team ensuring consistent performance and adherence to established standards and procedures. o Provide training and guidance to team members on investigation techniques, migration policy compliance protocols, and regulatory updates. o Monitor team productivity, provide feedback, and implement strategies for continuous improvement. 5. Reporting and Recommendations: o Prepare detailed investigation reports, including findings, risks identified, and recommendations for corrective actions or penalties. o Liaise with other units and departments to address non-compliance cases and implement sanctions where required. o Provide insights and recommendations to management for policy adjustments based on migration policy compliance trends and investigation outcomes. 6. Stakeholder Engagement: o Serve as the point of contact for employers under investigation. ensuring transparent and professional communication. o Collaborate with external agencies and legal authorities when necessary to address complex migration policy compliance issues. o Assist in Due Diligence Processes — Support the Executive (Labour Migration Policy) in conducting thorough due diligence checks by establishing and implementing key parameters for assessment. Develop Due Diligence Frameworks — Set up structured processes and methodologies to ensure consistency and accuracy in due diligence evaluations. Risk-Based Case Allocation — Maintain and manage a list of employers, assigning cases to the Executive (Labour Migration Policy) based on a risk-based approach, prioritizing high-risk entities for deeper scrutiny. Internal Migration Policy Compliance Oversight — Perform internat migration policy compliance reviews to ensure the accuracy and validity of application refusals. Reconsideration Assessments — Evaluate and process requests for reconsideration, ensuring fair and justified decision-making. Data Analysis & Reporting — Analyse employer data and trends to identify patterns of risk and recommend appropriate actions. Policy & Process Improvement — Continuously refine due diligence policies and procedures to enhance effectiveness and efficiency. Stakeholder Coordination — Collaborate with internal teams and relevant stakeholders to streamline migration policy compliance and due diligence workflows. Documentation & Record-Keeping — Ensure meticulous documentation of due diligence checks, risk assessments, and reconsideration decisions. Regulatory Migration Policy Compliance — Stay updated on relevant regulations and migration policy compliance requirements. ensuring due diligence processes align with legal and industry standards. Consultation Consult with the Department Manager (Employment Licensing & Migration Policy) in resolving issues and problems which are of a sensitive and/or strategic nature. Coordinates and communicates with other internal personnel as necessary. Coordinates and communicates with external suppliers, vendors and/or service providers as appropriate. Self-Improvement Keeps up to date with new developments in migration as well as related technologies and methodologies. Keeps up to date with the latest projects and initiatives undertaken by Jobsplus. Other Performs other job-related duties as necessary or as assigned. Integrity and a commitment to maintaining high ethical standards. Proactive and results-driven approach to migration policy compliance investigations.
